Early game bullies getting buffs?

I might be ignorant, but why are lane bullies such as Darius and Renekton getting buffs to scaling? I thought they were supposed to be strong early and fall of. Seems like they want them to fall off less now? That just seems interesting

I remember the days when Draven MissFortune Jhin Lucian actually fell off late game...

Now with bullshit like Stormrazor, Hail of Blades, Dark Harvest, Conqueror and unnecessary buffs that isn't the case
