Wow, this new Veigar is actually a lot more fun. Good job, Riot.
EDIT: Lol, downvoted for an opinion that praises Riot for Veigar's rework?
Just whipped a Lissandra's frozen ass in my first Veigar game since his rework, and boy is his new Q a lot more dynamic. You can actually poke with it (albeit at medium range compared to dedicated poke Champions like Ezreal or Ziggs), it encourages tricky farming gameplay (line up 2 minions whenever possible to get a double CS with each shot), and it still does TONS OF DAMAGE. That and it's technically more mana-efficient now, since you can kill 2 minions with one shot instead of requiring 2 shots to get both minions.
The best change about the Q, though, is the range. Veigar's stubby reach always irked me in the past, in that he had no mobility and no means other than Flash to close into range to kill someone. Now that his Q actually has some reach, he doesn't have to constantly commit suicide to kill a priority target in fights.
As for Event Horizon? While it's harder to hit with it, it doesn't feel like you're cheating anymore. I seriously disliked Veigar's Event Horizon when it had no windup because there was no way to dodge it if Veigar aimed it properly. Now it actually has room for balance changes since it's not broken.
His ultimate? Sure, it lost 0.2 on its AP ratio, but with the amount of AP you'll be farming now, that hardly matters. Level 5 Q's in mid-game should instakill ranged minions, meaning you should have at least 100 bonus AP by 20 minutes in unless you screwed up. Plenty of AP to compensate for the loss, and you should still end up deleting anyone who doesn't have a Banshee's Veil or 3k health.
But then there's his meteor. It's now considerably harder to hit with since Event Horizon lost its reliability. You either need someone to set you up, or your opponent needs to lack mobility.
I'd do one of two things to it:
- Remove the cast time so Veigar can cast Dark Matter while moving. OR
- Reduce the impact delay to 1 second from 1.2 seconds.
I'd more prefer the first option, but Riot might have a reason why not to allow it. In the meantime, it might be better to max out Veigar's E second and his W last, as his W's AP ratio is already very solid at 1.0 AP.
In spite of all this, I do already see one or two other problems Veigar might have, though they're against the meta manaless Champions (Zed, Kat, Yasuo) or mid-lane assassins (Talon, Pantheon, Leblanc). Primarily, Veigar will simply not survive an early close-quarters fight with melee opponents or burst assassins, since Rod of Ages takes time and you need to constantly change position to line up double-CS shots with your Q. This constant re-positioning gives assassins and blinkers plenty of opportunity to attack you when you compromise your retreat for more CS. I assume that Riot intended for this to be the case, but I don't think it'd hurt too much if perhaps Veigar could get a minor buff to his early-game durability.
Of course, this opinion is only after one match, so I'll need more to get an opinion that actually matters to you guys. Regardless, Veigar is now actually a boatload of mid-lane fun. You might still suffer mana burnouts early-game, but once you have either a Rod of Ages (recommended) or a Tear of the Goddess (not quite as recommended), you're in good shape.
