ok, I'd understand if it was like
"reach max charge then you get a secondary effect based on what ability"
Q = attack speed buff
W = applies slow after the stun wears off
E = gets an additional 5/10/15/20/25 armor and MR for 5 seconds
R = critical hit rate up by 10/20/30% for 5 seconds.
but other than that, there'd be NEVER any need to give her something like Vlad or Aatrox's niche

Riven has never abused tank items and that shield is the reason why. I'd consider that a huge benefit in terms of gameplay and game health. So yes, absolutely legit.
Also, how does she build "semi-tank" right now? Pretty sure that she doesn't build any defensive stats aside from BC and GA and she really doesn't want BC to give as much HP as it does right now.

And she still has about the same DPS as most AD fighters.
And because she can get away with that build, she's tankier than most AD fighters.
Stop trying to say she's like any other AD fighter. She's not.

80+32(+32)+40+35+(50 or 55, depending on final item).
That's 139-171 base AD+200-205 bonus AD, plus 1250 HP that she normally wouldn't have with the bad glass cannon builds used.
That 1250 HP makes Titanic do 38-122 bonus damage, and 367 for the active.
In addition, you get a ~940 HP shield that synergizes very nicely with Death's Dance.
The fact that Riven's passive+Q have total AD scaling means that the glass cannon build you're talking about is inferior in every way.
TL;DR:
She can't do any sort of impactful damage at ALL if she goes even slightly tank

Joxcab1 votesNone of those are even slightly tank. That's all items within standard builds, with Sterak's and Titanic just being slightly more conditional.
Tank items would be things like Deadman's or Visage.
