The man's general and experienced win rates are both low for Plat/Diamond play. Why hit someone in the knees when they can't stand?

Is he that dominant in pro play? The few times I watch pro play, I don't see Vlad at all. In ranked, I still don't see him. I check his stats and he looks awful atm.
