Will the Lethality stat. make Hybrid Pen runes very weak?

The new Hpen runes offer 1.13 Lethality instead of .9 Armor Penetration. This means it takes 12 levels (0.41.13 + [((0.61.13 * 12)/18)) for it to reach the same power level as the old Hpen runes. Hpen runes are often taken to make laning stronger due to autos being buffed so this seems to put them in a bad spot.

Hmm. Since lots of mages take it to help with their basic attacks in the early game, I see how this would take a lot of use away from that. I guess that is a nerf to hybrid pen for ap champs, but champs that do hybrid damage throughout the game won't really be affected.

Hybrid champions need more late game buffs. Inferno dragon scaling doesn't benefit hybrid nearly as much as full ad or full ap

It's a percentage. Bonus.
Sooo the higher the base number the higher the bonus. AD/AP will be significantly lower than a full build all atk item ADC

Also, it's the level of the target not the level of the champ using lethality. So that's fine for supports (who take it for auto harass early game), but it makes hybrid pen runes even less useful on Top/Mid laners since they will have less armor pen if they hit someone lower level than them.
