Nerf Jungle EXP

Going to start this off by saying that I'm a Jungler, and have been since S5. Currently I think that the Jungle is too forgiving (and rewarding) in certain areas.

I feel like this problem is the result of several factors; The Jungle currently gives a decent amount of xp and gold. Camp timers have been increased, which leaves more time for ganking. But theoretically this should be offset by the increased damage that Counterjungling could do - except that I don't think it is because of the following factor which is; Bonus XP is problematic, it allows Junglers to do their buffs, then continuously lurk around lanes, then catch up in levels again once their buffs respawn, so long as they secure their buffs, maybe an odd camp here or there, and gank lanes, they can easily keep up with exp.

This allows them to exert insane amounts of pressure with very little trade-off. The tradeoff of ganking should be that should it fail, you risk putting yourself behind. While the tradeoff of afk farming is that should you do so, you risk your entire team falling behind from enemy ganks. Currently I feel that these tradeoffs, which should be intrinsic to the jungle role, are not prominent enough.

Right now you can - gank like hell, exert pressure, get sums, and even if you don't get any kills you can still catch up in exp relatively easily by clearing your buffs, wolves and maybe gromp. On the flip-side, because of how long camp timers are (and the reward increase they've gained to compensate) you get some champions who can blitz through their jungle while still exerting jungle pressure on lanes. I play Nidalee, I can literally full clear and then fuck about for the next 40 seconds -1min10 (depending on whether buffs are up and the stage of the game, i.e have I got tunics yet) before full clearing again...That's a lot of free time, but tbh I feel like the prior is a more pressing issue, as I've seen junglers take their buffs and spend the next 3 minutes running in and out of lanes. I'll take their topside, then their botside, while full clearing my own jungle, and it won't really matter since they can catch up once their buffs respawn. As long as they have a brain, they can either get their buffs or my buffs, or at very least secure one buff and a half of their jungle.

I think that this could be remedied by nerfing the insane amounts of bonus XP that Junglers can gain from being underleveled, and adjusting the normal xp accordingly. For those that aren't aware jungle camps will grant their base xp, plus the additional xp granted by jungle items, plus an additional 30xp for each level below the camp you are (camps are an average of the levels in the game), and then you can get up to a further 50% exp bonus depending on how underleveled you are.

Now seeing as most junglers are Bruisers, and Bruisers can generally do decently so long as they're keeping up in levels, you can see how this could be a bit problematic. Sure, they excel with gold, but their base damages and brute stats generally mean that they can still do work so long as they have levels. Not to mention that the general free damage creep makes the whole 'staying relevant through levels' thing a tad easier.
