Can the Honour system be made Relevant Again?

Especially in regards to ranked; if you do badly you get like three people threatening to report you, if you do well you don't get squat. When I first joined people used to actively honour each other (maybe it was because it was pre-30 and people were still under the impression that the honour system meant something) and it felt good. But now the system is pretty much unused. You can play a clean asf game where you're level headed, collected, and carrying your team on your back without even being a douche about it, and still get 0 honours. Meanwhile if you do the opposite you'll get negative feedback in the form of reports (and maybe even a report warning). But no such positive feedback exists (outside of your own self-fulfilment that is). How often do you see people complimenting each other for playing clean/doing a good job/making a nice play etc? Now on the flip side, there's constantly people flaming, or perhaps just criticising if someone does badly, makes a dumb play, or is just performing poorly in general. Negativity. Negativity and very little positivity.

I think a meaningful Honour system, with meaningful rewards should be put in place. Plus, because of the new grading system there's now a failsafe to prevent it from being abused and honour-whoring occurring so that people can collect prizes. Simply make it so that you can't receive a reward-giving honour if you don't achieve at least an A, or something. Maybe make it so that they can still receive another 'lesser' honour even if they rank lower than A, but this lesser honour will be just like the current system, largely meaningless and just a way to communicate 'hey, good job!' Meanwhile the honours reserved for A+ can be collected to earn hextech gear, or skins, or something.

no no matter what they ever offer I would never honor anyone under any circumstances and there's way too many people that think like me. Of course I never report anyone under any circumstances either.

Occasionally I use the honor system. Not many do, though. Maybe if you got x amount of honors (1 count for an honored game, so people can't spam get honors in one game) you could get a hextech key or something? Maybe if it's a high amount in x amount of games, you can get a bonus chest or something too.
