It would be broken as hell if you could get your ult at lvl 5 without the other team knowing

You can't get your ult at level 5, period. It's level gated.

elixir gives you a full level. if you get elicir at 5 you technically use it and get level 6 off that so yeah its possible

I don't know about that though. IIRC, the old elixir that we got from coin quest I could get another ult rank at level 10. This means that theoretically, you could put a rank in ult before 6 but it was unlikely at that time that you would get enough coins to earn it. I might try it in a practice tool spamming at level 1.

Doesn't it already? It shows the icon of the item over the head whenever item gain procs, right?

Very rare but yes it can. I got one on gp once so far since runes came out

i got 3 already, 1 running kayle on the kayle/yi strat, and another 2 on udyr top. But considering how often I run klepto, I guess you could call it rare.
