Nothing is wrong. A lot of people enjoy playing their edgy oneshot ninjas and samurais, so they'll have high pickrates in pretty much whatever game they're in.
Well riot has the actual numbers and it's nowhere near close to that. You are asking why they can't see something that doesn't exist and well I think we all know the answer to that one.

and his lethality is worthless until level 11.
I get it, He's annoying to play against but he's no where near "overpowered".
