Evelynn's Passive - Kinda borring.

Now do not get me wrong. Evelynn is a strong niche' pick. She is a applies great map pressure just due to her being there. She is a good bruiser and with her ult, a decent initiator. However, she just kinda seem boring with her current passive. There isn't any nuances to it. Obviously positioning is a must for here but she just seems kind of flat with it.

Now we all know she will be getting a thematic overhaul. Almost Scion level of change. Her rig is broken, she has no thematic cohesiveness with her design, art, back story, and her kit (or at least according to Ironstylus). So as a result she going to get changed. I hope she keeps a stealth passive, but if anything it would nice if it has some more intraction outside of "I'm out side a certain range I am stealthed now."

An idea I have been toying around with, inspired by Kah'Zix's passive

***Passive - Shadow's Embrace

When Evelynn breaks vision with enemy champions, she gains stealth for X.X seconds. The stealth takes up to .XX to initiate. If during that time, if line of sight is regained by enemy champions, she loses the stealth.

During the duration of her stealth, Evelynn gains a bonus of XX% to her movement speed.

During her stealth duration Evelynn's basic abilities become empowered. When an ability is activated, she loses stealth.***

Don't Expect Evelynn to get any sort of buffs any time soon. Stealth is OP due to the changes made to vision and as such until Riot finds a way to manage her stealth mechanic they 'work around' the problem by keeping her heavily nerfed in the damage department, effectively she'd been spayed as far as her Assassin nature goes, leaving the only option as a 'tanky' sub-par bruiser with stealth crutch. Do not get me wrong, I love Eve, last season alone i played more than 800 mid lane Eve games. I simply hate the fact that she's in a place right now where i can't bring her anywhere but the jungle and even there she doesn't excel.

Combining her stealth mechanic with some amount of reasonable counter-play is the only option I can imagine if her stealth is to stay on the table with the current vision configuration. I like the concept you have with empowering stealth a bit more but I think the major peeve for Riot remains. Evelynn can be non-interactive on the map and there's nothing anyone can do about it. Technically she can be in any place for an indefinite amount of time plotting her gank without a player so much as even having to click on the map.

I've been feeling that her stealth time needs a physical mitigation. For exampleEvelynn could stack shadow-walk while in motion, giving her stealth (faster gain with higher movement speed) and lose stacks rapidly when she was idle. not an Ideal fix obviously but its something to keep the player consistently active and force them to time a gank rather than idling in a warded bus or on a lane while waiting for a timing.
Whatever the design unless stealth itself gets under control she'll always be subject to severe nerf hammering.

I definitely thinks she is very strong in her current state. But we all now a complete rework is coming down the line. I just hope when it hits, some semblance of a stealth remains. Preferably as you stated some sort of mechanic that allows of counter play and such.

With the purposed iteration I think it can be left on the passive and still allow for interactive game play. In this iteration, she will be visible until she starts "stalking" her target, using brush, corners, and the fog of war it self to break vision with her target. The interesting aspect is that her target effectively will need to see her first to make the stealth prime itself before she can use it. Allowing the target to know she is or was in the vicinity.

Adding the empowering effect on her abilities would tie her stealth to the reset fo her kit, making the user to take the risk of playing the cat and mouse game her this passive would promote.

I really like this idea. Seems really cool. What kind of empowered abilities are you thinking of?
