Mejai's Soulstealer on Diana?
It's really cheap, and can potentially offer 100 AP, 200 mana and MS. Why isn't this item built frequently?

Because she doesn't usually have a way to get out, being a diver, she is prone to getting killed. Mejai's is simply too risky on her unlike longer-ranged mages. Kat utilizes it well because her Shunpo can reset if she gets kills.
Highly aggressive gap closing kit put her into the thick of fights for her best usage, even when your making correct plays theres still going to be a few deaths, once you upgrade to mejais your gonna need to be able to get over 10 stacks to each death for it to hit its potential. A fight gone wrong for Diana is more of a risk of death then say lux.
