Dodging Annie's Q/Stun is possible - here's how:

Okay, so this requires some luck, timing, and you also need some movement speed/flash.

I know, it sucks you can't really dodge it once you're in range without these but w/e.

When Annie hits Q, you can actually back away about 70-100 units if you're at very edge of her range and it will not hit hit you. If you flash in a diagonal direction and away from the stun about 70-100 units or just vertically away from it, it will not hit you. If you are Yasuo, if you quickly E away from it, it will not hit you.

However, the time you have to react and the speed of her Q makes this hard to do. This works as I've tried it.

Why would Yasuo E away from it? He should just windwall it and kill Annie

Just an example. His windwall could be down too.

I smell bullshit. It's a targeted tracking ability. Even if you were to take 4 Thresh lanterns at max range each you'd still get hit.

But it dissipates at like 60 units from Annie.

The particles might, but the damage doesn't. This kind of case has been shown by Vandril on youtube several times of abilities losing their particles after so long, but every single one of them still ended up doing the damage as intended. The damage might get delayed a bit, but it will always happen unless you spell-shield, become untargetable, or stasis.

It may be a bug then.

I've been hit by it even after Flashing before it hits me. All targeted abilities work like that. What you're talking about is probably a bug of some kind.

so you're saying for every point and click spell with some sort of cast time can be dodge if you ran out of its range before it is casted

ugh. old news i think everyone knows that its not really a thing. just how the game works.
