MAX ruby sight stone should Replenish on a CD. It would be awesome to get something besides health for going ruby. When you are a support in a world of vision trinkets it feels a little silly sometimes to buy ss just so you can buy a sweeper in a game where many opponents don't ward very well. It is like have MR against a team that doesn't have AP. I still want to ward but I don't always need to BACK to do it. I have been on the field on many occasions long enough to use all my SS and have no reason to leave than just to re-up the vision. Others have offered other ideas to make a Ruby SS more interesting. I hope Riot listens to one of us one day.

I always thought max ruby sightstone should build stacks up to like 25 (used outside the base of course), then have a similar effect to what was mentioned. Would encourage ward use.

They've already told people why they won't do it. Sightstone is already a key item on all supports. It allows supports to provide a consistant stream of vision through the game. Ruby sightstone is available to give you a little more time between returning to base if possible. They set the difference so small so supports could begin to buy their other items without feeling obligated to spend an extra 800 gold to upgrade and be the sole source of vision. A support already spends the majority of their early game gold to providing vision to the team, and Riot doesn't want to force supports to spend even more money on vision when there are other people on the team capable of providing vision. THATS why the trinket upgrade cost is only 250 g. So you can help provide vision and not solely rely on a support warding for the whole team.
