Ideas to fix Celerity
The biggest issue with celerity, right now, is that Riot cannot buff it without making certain champs (I'm looking at you Hec) overpowered. I really feel like this would be a fun rune for certain champions like Kayle, Kennen, Rumble, etc. It could easily help them use their slight speed boosts to dodge skill shots or make plays. But it is just not worth it right now. Rumble, for example, gets an additional 7 MS from this rune while using his W, throughout most of the game (unless he maxes W second). Rumble would almost be better off with the 10 MS from grabbing free boots.
Celerity clearly needs a buff. Except, certain champions get way too much MS from the rune and can abuse it. Hec is an obvious example but other champions, like WW, can also get too much MS from this, making it difficult to buff.
I suggest buffing celerity while increasing the two soft caps on movespeed, particularly the second cap. If Hec wants to run boots 5, deadmans, TF, AND celerity? Well it's his waste at that point. Whereas champions like Rumble or Kennen could take advantage of celerity without being anywhere near the second cap.
Similar to increasing soft caps, we could have celerity give more MS but with diminishing returns. The only downside is that Riot, and players, like simple numbers over complicated equations. This would open up a lot of champions who have slight MS boosts to use celerity without giving those who stack MS too much more.
Another option is to make it skill based only. Buff celerity but remove the MS bonus from items. So if they want to grab +20 MS from free boots 3 and then stack it with TF, it wouldn't affect them. But someone with an MS skill could still take advantage. This does make it less useful for champions without an MS boosting skill, so I don't quite like it as much. But it would be better than the current, nearly useless for most champs, iteration.
We could also just nerf Hec and then buff Celerity. Always a fan favorite.
Lastly, we could do nothing. Though, I really think that Celerity should be a fun rune to pick based on your build, champ and/or matchup (e.g. if you want to dodge skill shots). Right now, it feels core to a few champs and useless for the rest, even those with MS boosts.
