What does into determining a grade? Why not honors?

2/1/7 Syndra gets an S but I only get an A+ as a 9/0/3 Nasus? I know that there were issues with support not getting high rankings a while back but were assists really inflated that much? If so, especially with the new honor system, why not wrap honors into the grading system?
