I know everyone builds him with and its even better now that it has 20 cdr but whats wrong with over ? helps stick to targets even more and keeps his move speed up with the constant q and destroys their armor. Any thoughts on it?

Well besides the fact that it's 2 item slots vs 1 and building straight resist with no health seems bad for Hec, you also lose 40% AS and 5% MS. To me that's not worth the cost. I think the fact you only get 100% instead of 150% on the proc off IBG makes it even less worth to build now than TF.
