In my experience Xerath has the advantage. Jhin ults first, Xerath steps to the side and ults, knowing Jhin's exact location thanks to Jhin's warning lines.

... Plus Xerath can shoot from about a quarter of the map further than Jhin can...

Yeah I usually win it (I play Xerath), but not through that method. Xerath's ult reveals you, so as soon as you get out of range, he's just going to cancel ult and you'll have to shoot near blind. I usually just do the mental estimate to figure out who will die first, and if I would, I cancel ult and get to dodging.
