I mean they literally determine your playstyle throughout the entire game and you have to play around having a given set of runes. By limiting the number of rune pages people can have, Riot is just making it so that we are stuck into two certain roles because of how long it would take to reset and rewrite the runes (especially if you only play normals.)

Someone took my friends jungle pick and so he had to go to his backup who he didnt have a rune page for.
I made him the rune page in literally 9 seconds, and it is almost identical to what everyone else is using for the champion. Invented on the spot.
Changing runes is incredibly easy.
