Sometimes it is really irritating to be chased back to your base/have to walk back and not even get homeguards, which ends up wasting like 5 crucial seconds. They proccing field should be fixed to the entire main center of the base so that you don't have to waste time trying to find the sweet spot in the base that allows your homeguards to activate.
Basically everyone is right here, homegaurds do not activate until you're out of combat for 7 seconds (don't deal or take damage), and unlike normal regen and the shop, can't be used on the outer portion.
It is consistent. You get homeguards in the top circle. You dont get homeguards if you've recently been in combat which is the delay you're experiencing

Like everyone else said, you just have to stand in the top circle and wait for the out of combat timer.
