I was thinking now whe get Sterak's Gage. How about something like this but for armor and magic resistance?:

idk about ad + armor because adcs it looks too good and adcs might want it
if we did something like made it based off of armor/hp or lowered ad ratios then maybe adcs wouldnt want to buy it but fighters would

Ummm. Not sure if you realize this Base armor is generally about 100 at lvl 18. Aka base armor would be 25 bonus.
And MR generally scales up to 60? So you would get less than the mantle lol. I don't really think we need an armor item for AD, generally most people want solid stats not a weird hybrid that makes them only a little tankier.

seems to push adcs, also, with the armor changes i doubt they will do this.
