Questions about the automated report/ban system thing

Does it detect people saying really toxic stuff in champion select? Even if you dodge? I was just in a lobby with several people who kept using the n slur to make jokes. I dodged because I decided I'd rather not play with people who make racist remarks, but I was just wondering if they'd even be detected for stuff like that.

Currently, no that isn't an option. You would have to actually play the full game with them and then report them afterwards if they said anything in game. Not sure, you could make a comment asking riot to look at the champ select chat logs, but I doubt they would.
