No, it simply just "doesn't". It's an on-hit effect, not an ability; those don't ever apply spell effects, them not being spells.

"Spell" and "ability" have specific meanings. Teemo's E fits neither. Cho's E is an on-attack effect (which counts as an ability) which is why spell effects work with it.

Rylai and lyandri are core for teemo. And there is a reason behind it sadly the interaction seems to be gone
Now thing is I HAVE NO idea when they removed this interaction. I would say it was removed like 5 patches ago
