Shouldn't Garen be more of a jungler now?

Critmaster Garen1 votesive seen a jungle garen on the pbe and he looked pretty fun. but that was before they changed the value on the w stacks again and for some reason removed the increased bonus from monsters.
i wish they put that back. cant be really harmful for a regular game and makes jungle garen a bit better.
