Why has this not been brought up years ago?

~~There has never, to my knowledge, been any reason for someone to buy more than one set of boots. ~~ I have been corrected. There is so little reason for buying multiple boots that we might as well remove the option to do so.

The recent rework to Cassiopeia proves that it is possible to restrict a champion from purchasing ANY boots.

So, why are we not restricted from purchasing more than one set?

I suppose it could be possible for multiple boots to somehow benefit some champion(s) in the future. Maybe quadra-peds will be able to buy two sets. Further thought about this concept made me decide that this would not be a good idea. The relative cost of boots compared to other items, and the necessary amount of free stats that would be needed to make up for the difference in stats in order to make a champion have any sort of balance would be completely broken.

Maybe their effects will change in a way that will allow for their effects to stack for everyone. still something that could potentially happen in some balanced way, ... I suppose

But for now, the only reason for anyone to have multiple boots is because they simply don't know that they don't stack do not stack all of their stats, and those that do are not effective, or they're trolling.

If they simply could not buy more than one set, they would learn very quickly, and not be able to troll in this way.

15 magic pen has a gold value of 560 gold. Sorc Shoes costs 1100. If you want to pay nearly double the gold value for it, and sacrifice an item slot, go for it I guess, or you could get item 3151 or item 3135

OR, Riot could take away your option to stack boots, which I would normally not be in favor of, freedom is good, but I would prefer to get more options from more non-boot items that offer magic penetration.

Anyone remember release Vel'Koz's full penetration build? Featuring Liandry's, Void Staff, Sorc shoes, Sorc shoes, Sorc shoes, and Sorc shoes? Can't find the old picture of it sadly :(

You can buy multiple pairs of boots, but the mobility bonus doesn't stack; though their passive bonuses do. So you could get both ninja tabi & mercury treads, to have tenacity & auto-attack reduction, but you'd only get the movement speed of one of them. However because they give such little defense each, you're better off swapping one out for a higher value defense item; such as frozen heart & banshee's veil.

I like the idea of multi-legged champions getting more benefits for buying multiple boots, but hecarim has been repeatedly nerfed for something along those lines (movement speed giving bonus attack damage).

Well I feel a little silly now. I was actually of the impression that they were all part of the same Enhanced Movement Unique passive, instead of having 'sub-passives' of their own. Oversight on my part.

However, I still think there should be a hard limit. It still seems to me like the same people I mentioned in my OP would most likely be the only ones who would actually do this, and it should still be prevented for the same reasons. The differences are so minor that there would be no justifiable reason for doing this.

Even if a champion were designed around this concept, the total cost of their build would be way too cheap, and the amount of free stats they would gain for the sake of balance would be way too broken.

I would say it's just an honest mistake and lack of clarification on my part; yeah the movement bonuses on them all is tagged unique so you can't stack them and move hilariously fast. Though the other passives are just there again so they can't be stacked but not applying to their bonus stats. For ninja tabi is it has 30 armor & the unique quality of reducing incoming autoattack damage by 12%, mercury treads have 25 magic resist & 30% tenacity, and both shoes have +45 movement speed. So buying multiple of either would just increase armor & magic resist, but nothing else. Though I agree the benefits are negligible, which is why I took interest in your idea of having a champion that gains their own bonuses for having several shoes.

The only way I could see the champion being fair would be if they were a primary utility champion; such as bard, sona, or zilean. Someone that either has limited combat capacity, &/or their utility can profit the enemy as long as they're smart about the interaction (or if said champion messes up). Likewise I'd theorize they have mostly terrible base stats, but gain extra (yet limited) synergy with boots depending on which combinations they had acquired.

I came to thinking of it this way,

Each boot would most likely still take up an item slot, .. unless that is something that changed by this point based on how the game evolves in general or is unique to this new champion.

Completed tier 2 boots (RIP Tier 3 Q.Q) cost either 900 or 1100 gold currently.

The cheapest completed, non-boot, starting items, or consumable items, are support items, costing 2200 gold. The most expensive is Rabadon's Deathcap, costing 3800 gold.

In most cases a completed build involves a combination of 1 "boot slot" and 5 "non-boot" slots. (not counting the instances where people sell their boots for another item)

By averaging the most expensive and the cheapest completed items, a "non-boot" slot averages out to be 3000 gold (which is not accurate because 1, most non supports don't buy support items, and 2, even supports only buy one support item)

This means that the amount of stats needed to be made up by the "non-boot" slots which are now consumed by boots is 1900 gold, per boot.

Now, I would love to be wrong about this because I really enjoy when characters are introduced that have vastly different interactions with existing features in the game.

Yeah it's why I brought up hecarim, as a basis for making them have some kind of extra synergies with boots; though I like your idea of the boots combining as they buy more, it's be an interesting mechanic, though I'd think it should be limited similar to victor's hexcore in that it would only combine a few times so he can't just buy all the shoes.

I also enjoy playing the unique mechanics champions, even if some are despised for their annoyances, but I'd say it's all in how you use them (blitzcrank, tahm, heimerdinger, zac, orianna, ext).

They could also just ban payers that troll this way. Since banning this would only make the trolls seek other ways. Banning the troll would be much better.

It has beem been brought up years ago. Actually it is brought up every year, and not once but multiple times every year. Because it simply would make sense...but eh, sandbox-mode for customs also would make sense and is feequently requested, same with a replay funktion. Finally getting work done on the new player experience is also on the list since ~4-5 Years...Guess if riot(tencent) doesn't see money in it, it isn't of high priority, rather work more on hextech crafting and expensive skin-lines(don't get me wrong, hextech crafting and stuff like the project skins aren't bad features per se by any means, it's just that the piorites seem to be more on earning more money rather than improveing the game, which is quite sad imo)

Actually, it has been a valid strat to purchase multiple boots in specific niche contexts in the past.

Specifically, berserker boots give the most AS/gold (or at least at one point did) in the game, so for many 1v1 matches back in the day people would run Malphite with 2-3 zerker boots, due to his inherently high starting AS and AD.

Ya know, having boots of mobility in addition to another set of boots to gain the passive out of combat sonic speed boost would be hilarious on certain champions...

And only really good if you're far enough ahead to waste that much gold, lol

Unfortunately, it's out of combat speed doesn't stack with other boots, :(

There has never, to my knowledge, been any reason for someone to buy more than one set of boots.

There was a point in time where Ninja Tabi were the only item in the game which gave dodge and Jax scaled so strongly with the stat that picking up a few Ninja Tabi on him was a good idea.

Which is why I said to my knowledge. Dodge was not a stat when I started playing. That is interesting to know though.

Because people do this to troll. Anyone who is not trolling would not intentionally do this, (aside from people who simply don't understand the ineffectiveness) so you are right that there should be no need to do this, but would be an effective way to eliminate some behavior that causes a poor experience for others.

Okay, everyone keeps mentioning this. All that means is that there needs to be more options in the game with magic pen.

But how will AD assassins and ADC's remain superior?!!! Lee Sin and Zed must be able to make their lcsbigplays with all the armor pen items!

We're getting off topic. Stacking boots is ineffective, even with the value of magic penetration. I agree that there should be more magic penetration options, but other magic pen items currently in the game are more cost effective than two Sorc Shoes.
