Nothing changed bot lane besides the champs picked

enemy bot lane 0-7 1-7 Our bot lane 7-1 6-1

Basically the only thing that changed in bot lane now is champs picked, the one that feeds the most or gets camped the most still loses the game lol. its actually worst now, since you cant help the losing bot lane. as adcs are easy to kill but go an try to kill a 7-0 swain or 7-0 irelia or vlad.

Unless it's a cheesy strategy like support mid + hypercarry jungler, the same strategy that was before the ADC changes still apply and it's actually even worse now than before. Better botlane wins (unless a stupidly fed mid/top laner), and the main focus is still to get your botlane. 4 man ganks are still super common and now with so much more CC AND damage coming from bot its even easier to snowball leads

I mean marksmen powerlevel was never the reason why the game is a snowbally fiesta, whatever you replace ADCs with will have the same impact they used to or more.
