Can mute carry into the after game lobby?

I muted them because they were toxic I'm tired of people I muted getting in last minute jabs after the game is over. This includes people on the other team, such as a Ryze that was so unhappy I ganked him he decided to call me the worst ever after the game was over. (In fact I leave all chat off for reasons like this).

It just seems like a trap, you mute people so you don't have to listen to their disparaging remarks and raging and then the game ends and you hear it in the lobby. Every keyboard warrior seems to know this too, so it's frequent.
