Why does Graves get so much free stuff?

His max range should be 300 if he can safely jungle without ever taking a hit from monsters. Why does he gain defenses as he fights passively? Why the blind AND slow?

Why does he hit so damn hard or have such an amazing auto attack animation that he can clip it faster then any other hero?

WHY WHY WHY?

Dude is toxic as hell.
