Champs with binary interaction

Azir is too strong. Many champs are simply outranged by his soldiers and thus have no way of interacting with him.

This happened to me with many champs. I simply can't get close enough to him to do anything. I can't bait all of his spells, he has two soldiers, and can order the soldiers to relocate. If he has half a brain he'll leave a soldier ready to spawn or have his e up and be able to zone you indefinitely away from him and or creeps. They just changed vlad cuz interaction with him based on his q was too binary, either you outranged it or you lost lane. This is sorta a similar situation.
