why does kog'maw have scaling mana costs on his E?

i've done an analysis on how much his E slows in the past and how investing in E simply hinders kog'maw's power spike

so why does the mana cost scale per level? i understand its an aoe slow, but for the amount if costs + how useless it is to AD kog'maw besides peeling, the ability is absolutely terrible
