apparently riot agreed that sejuani cough cough tank mains can't land skill shots.

lets make it targetted stun max hp% damage that way the tank mains can really feel like they outplayed the enemy.

I dont entirely Agree with the addition of targeted CC, but in a world where all the champs are horribly overloaded, Sej needed something to try and close that gap

Well you so need 4 Stacks in the enemy so its to some extend Not a real Point Click stun Bit more like braum passive. But those 2 seconds at max rank are brutal
