Weird Noise

So every time that I play Jayce mid and get the blue buff, or any buff for that matter, I hear this weird sound about next time there being more of something and less of something else. It's probably a teaser of some sort like Bard having his emblem on rocks or Kindred's mark. Does anyone know exactly what or who it is?
