Cull: When and Where
When is a good time to get Cull? When is it the most beneficial? Who is it best on? I need answers, people.

I'll get it sometimes if I fall behind and need to farm back into the game. Obviously don't buy it too late, but if you die early on and have the cash then it can help you get back earlier.
Getting it as a starting item isn't a great idea because if the enemy starts with Dorans Blade it'll leave you at a disadvantage. The best time to get it is on your first back. It's best on ADC's that scale well into the late game and are just looking to farm through lane like

I bought it a couple times as Aatrox and liked the results. I remember I was up against an extremely passive Garen that refused to fight me at all - he would just occasionally run in, take a CS or two then run out again, regenerating any damage from trades between confrontations. So I just froze the lane and last hit while zoning Garen as much as I could, got my cull stacked early, and ended up with a pretty nice gold lead despite having no kill potential against their passive Garen. In this situation, I really think Cull was the best possible item for me. A Longsword would also have been fine though.
You get a net gain of 180 from Cull, that's more than a vision ward. Get one on your first back as most adcs if you don't have enough gold for something better. So like if you have 1750 you can get a bf and a cull, but if you have enough for a pickaxe or something I wouldn't get a cull over that.

when I am going for the mid game power spike. But I get it on first back, not to start off
I would say if you have to back with less than 700-800 gold or so
I normally get it if I have to back early and if the lane is a bit stale and you think you're gonna be farming for a while
If you've made peace with the fact that your lane-opponent will beat you in every trade during lane, you can pick up this item at the start of the game and just farm it out to reach your powerspike faster. It's only worth buying if you know you aren't going to be zoned out of farm, though. Lategame champions who otherwise have poorer lane phases than most, like

, may find it useful--as do champions with extremely safe lane phases who are simply biding their time and waiting to scale up

Champions you'd want to avoid buying this on are ones who rely on harass/applying pressure to lane well, and need all the stats they can get at lvl1 to make the most of their lane--like

I think you can buy a second cull after you've maxed out the first one and just continue farming for even more income while still being gold efficient, but I've never tried it.
This is probably bad advise, but i like it on people who have trouble last hitting, but don't scale with ad. It's good if you just want to farm and not fight. I also see a lot of adc's get it first back If they don't have very much gold
I like getting it as a First Back Item.
As an ADC, getting this & a Pickaxe is almost like getting a B.F Sword. Only difference is that you lose a little bit of AD in exchange for a gold generating passive. Always start
on a AD Carry.

Cull's not a Bad Item, but isn't exactly an item you can always rely on.
