It isn't a thing anymore. The new champion select and role selection systems should have rendered "pick order" a thing of the past. So when you- with no prior warning, indication, or discussion- pick someone else's champion when they've clearly made it known that's the champion they want to and intend to play, that's not "pick order" that people ought to respect and accept.
That's you being a selfish, disrespectful prick to your teammate.

Up until "nah I'll play Ryze", spitting in the face of last-pick midlaner, who had asked someone to grab the champion for them.
