you're right hes poorly designed right now. but thats literally his design, to be the epitome of late game scaling.
hes pitiful the first 20minutes, a literal handicap. of all the infinite scaling champions, he is the only one who still has to build full damage to enable his kit, the other ones just go tank, sion and nasus. (kindred would be a close contender.... but shes just gutter right now and excluded, even still her best build has her going 2 as items and the rest tank)
