Team Common Sense

I'm struggling to understand where a team's common sense comes into play. Probably my 5th game now.. prepare to venting where I am fed, winning lane, got a turret down, playing Diana. I DC for 1 minute an come back with a 4/5 surrender vote on my screen, because apparently we lost 2 towers in one minute while I was gone.

So for the title... why can't people just play passive while laning... why does a level 10 keep diving in on a level 13 , like I thought people understood that most of the time, you can't beat someone in a 1v1 litterally 2-3 levels above you.

Also.. surrendering when one team fight is lost. I don't understand why surrendering is always the number one option? You can still win in so many different ways, yet you surrender at 20, even when you have one less turret. Why?

I just don't get it.
