Why do people ignore CS when aiming for a good rating?

Before you downvote for the thread, this is mostly just to spread awareness on something everyone should take into consideration when aiming for a good rating.

I haven't been around on the boards or League to long, but why does it seem like a lot of people on the boards/reddit totally ignore cs when trying to get a good rating, and then are angry at riot's system for it?

Ex: I got 20/4/8, 150 cs, 38 minutes. Why didn't you get an S? Because the fact that you have only 150 cs at nearly 40 minutes. You would need atleast 200-300 cs. Note: (This is for Top/Mid/ADC/ and possibly JG, not supports)

CS is taken into consideration when determining your rating.

Supports don't farm unless they are meele since they can buy relic shield but even the n they don't get alot. It's pretty minimal. Everyone else doesn't understand the importance of cs. Even 80% cs can get you out of bronze.

sort of hard to get cs late game when you group with your team and your team is 5v6 minions in one lane
