Tahm Kench Jungle in Worst State Ever?

If there's a jungler who depended on Strength of Ages for power in the jungle, it was Tahm. Now with his highest win-rate mastery removed (in addition to the passive changes which significantly lowered Tahm's clear speed), Tahm top and jungle are approaching almost troll pick levels. Is Riot going to address Tahm Kench after the removal of Strength of Ages? I've been watching the patch notes for changes after his passive changes hoping for clear speed compensation only to be disappointed, so I'm hoping this will tip him into the "we can't ignore this" category.
