I feel like they're nerfing the wrong things with Azir

Azir has been strong ever since his release, even after several nerfs/slight rework.

Maybe it's just his kit that's problematic, but I feel the primary thing that needs to be nerfed is his soldier recharge time.

He is really never without a soldier I've noticed because the cooldown is so low, which means he's never really without a sphere of zoning that Riot says he has.
