Does dynamic queue work pre-30?

Just wondering because I fell asleep while in queue on my smurf for norms and I woke up to a 140 min queue time and still wasn't in game

Dynamic Queue specifically refers to being able to queue with more than just one other person for ranked. That's it.

New champion select has replaced all "draft" queue types. Including Ranked, Normal Draft and Team Builder (which has been completely removed as it served much the same purpose as the new champion select).

Obviously at level 19 there's only 1 option for dynamic queue, normal draft

No, at level 19 there's only one option for New Champion Select. There are no options for Dynamic Queue as it only refers to the new Ranked queue. Level 19 accounts cannot queue for any ranked queue.
