Dodging Idots

Playing ranked, I work under the pretense that the other people playing ranked have a fair level of league skill and knowledge. Enough to not counter pick your self. Then I am punished for dodging idiots that do so. Riot, why am I punish for not wanting to play a ranked game with some genius that sees the other team pick Teemo and says "sweet, I'll play Garen","dude Teemo counters Teemo","Not if you play him right". Palm*, Face* wtf. Then I get halted from finding a game because I dodge, and will probably get a message saying your shouldn't do that from Riot. Anyone else have an issue with this? And save your breath about "well, make a team for ranked ". Riot I wish you would do something to filter out some of the re-re's so people in ranked are not some one trick pony that can only play Garen top or Fail epically at any thing else.
