Vlad is just a much better version of Morde
is just a better battle-mage(?) which do almost the same but more than 
Vlad can absorb damage with his health and sustain, doing more AOE burst and bring more utility to the team (Dive, great AOE slow etc)
Damage:
E is doing ALMOST as much as Q3 but in AOE and ranged (600 unit)
while always needs to rely on 
to hit the Q3*[slayer-jinx-unamused]* (Morde main will know haha)
just need to stick so close to deal dmg
Sustain:
rely on W2 (190+0.3AP per champion hit, max 2) and shielding with damn low range ability to charge up
while rely on Q,R (and sometimes W) to heal back with enpowered Q healing scales with missing health that the healing is undoubtedly much greater
The only thing is that can be countered by 
but shield can't.
So it seems that there is no reason to choose instead of [fiora-cool]
