so basically if any enemy is in vision when the enemy team takes a dragon you should get the timer

i dont remember their actual reasoning but i think the wording was something like "if you know for certain that they took it then you should be given the timer"

well idk about u but when i see my lane partner get covered in orange/yellow stuff, and have a small dragon fly around them with text saying that they got a buff for killing dragon, it's fairly obvious that they just killed dragon

so give us the timers
