Mobility Boots Hit a Dead End

With the nerf to Boots of Mobility, hardly any Junglers are building them. In combat it's as if there is an AoE slow around a gank because you are only as fast as someone with Tier 1 boots. Riot reduced their "in combat" movement speed because they felt that the mobility granted was making Junglers to omnipresent. I propose that middle grounds between pre and post rework are implemented.

Pre 4.3: (Cost 1000) +45 movement speed in combat +105 movement speed out of combat

4.3: (Cost 800) +25 movement speed in combat +105 movement speed out of combat

Middle Grounds: (Cost 800) +35 movement speed in combat +90 movement speed out of combat

The 105 movement speed is actually hitting the soft cap, meaning that you're getting about 98 instead of 105 MS. With that in mind the suggested rework technically only takes 8 MS away from current maximum while adding 10 to the current minimum. If it were my choice then the item would be completely reverted, however it's Riot's choice. I feel that we should seek compromises instead of lobbying for our wants.
