Is Morello's good on Vlad?

Had someone, I think he may have been a Vlad main (had skin + at least mastery lvl 6, can't remember if he had 7) build it because he said that he needed CDR and that Protobelt was weak. I'm pretty sure Protobelt is better on Vlad than Morello's, but he also got it because we were facing a draintank Olaf (he built Rav + SV + tank, plus Olaf). So was that a good idea? The 400 mana just feels wasted, but for Grevious Wounds, was probably worth. But even then, Executioners Calling woulda applied it easily enough for the small cost of 800 g.
