So is or is not Sudden Impact changing RIOT Games?

About a month ago I when I posed the question about lethality I was told this was being changed to flat lethality / magic penetration but since then I've seen nothing and with one week to go until these runes go live I'd appreciate knowing what's going on or going to happen?

Sudden Impact got changed over to Lethality/MPEN a few weeks ago.
