Jinx's been nerfed multiple times. Her ultimate essentially only deals damage now if it travels for 1 second or the enemy has really low health. (In which case she might as well AA) As well, her AS on her Q took a massive hit. She loses 70% AS that she only recovers once she hits level 16.

Fiora is getting nerfed next patch.

Riot's has always shown a history of nerfing contested LCS picks. Evelyn's early game pressure is simply too strong for the professional players to pass up, so they inevitably pick her. At the highest skill level, she is a powerful champion, so Riot nerfs her. The same applies to GP. Currently, it is impossible to dodge a GP barrel if he chains more than 2. He can AA the first one, and put down the third wherever you are as the fuse travels from the first to the second one. It is essentially an instant AOE attack with unparalleled damage for those who know how to use it.
