Sounds like a personal preference. Not worth balancing around.
It nerfs the item for the intended users. Who are people with decent bases but don't build AD heavily(Jax, Irelia). It turns it into an ADC item (in the past when it had Zeal, maybe it woulda worked. But as stinger, it's a bruiser item).
