Varus's main problem is that he doesn't have an escape right? What if riot added a hop to his e hall of arrows so that he jumps back when it fires. Kinda like Caitlyn's 90 caliber net. Alternatively you could add a dash prior to firing hall of arrows. He just really needs some extra kiting ability, without it he is just a sitting duck of an adc. Also perhaps adding bonus movement speed for the amount of targets struck by hall of arrows for 2 secs would be nice.
He isnt picked because Jinx exist, a champion who utterly outclasses him in most senses, and doesnt suffer from mixed ratios or a clunky passive.
So he's now Kalista?
Riot won't want to give mobility to an ADC who already has an AoE snare.
Similarly, Ashe doesn't have mobility, and has low MS, due to her AoE stun and permaslow.
Tanks might be able to save these quality together, but not raw damage dealers.
he doesn't have a spot in his kit to thematically put a dash without if feeling really clunky and odd. Although something like gnar with procing his blight passive could grant some movement speed, and maybe more than just a little bit of attack speed boost on kill.
The two ways Varus is better than Jinx: The CC in his ult. His mixed damage on his w and r. Everywhere else Jinx beats him
