I know it was intended to replace Red Buff, but I mean why Riot doesn't give it a shot with these "old" items in the PBE?

and then its going to be abused by adc, because riot refuses to make the item melee only, and then theyre nerfing it until nobody wants it and remove it 10 month later.

Hmmm "abused"?... The duration of the active only lasts 5 seconds and the Phage Passive is not exactly great on ranged champs.

phage passive grants a movement speed boost. what makes you think that wouldnt be useful on ranged champs who want to kite?

Because if you actually read item 3044 passive, you can notice it is halved for ranged champs.... It only grants 10 MS and 30 upon kills, not exactly a lot, even a item 3086 grants more MS in a more reliable way... so your point is totally invalid.
