Why Exactly Are You Nerfing Viktor?
I haven't seem anything that shouts "look at my I am so OP plz nerf!"
Edit: 40 base damage with empowered E is nothing to scoff at.

There are other champions far worse than Viktor. He at least has counter play

ScumbagZed1 votesI will say that when I hit max item stage with viktor: typical build for me being ludens echo, rylais, void staff, deathcap (not including boots or staff) I can nuke anyone and anything on the map instantly. Not many champions in the game can do that. Also, with cooldown boots and runes viktors Q is on about a 2.5s cooldown, and his E which does insane damage is about 5s. The damage is insane lol
